Party and government is two different matter. So why need to use government electronic board to congratulate him? Rustam Ali shall learn from Lim Guan Eng. LGE instructed Penang local council to bring down big board wishing "Happy Birthday" to him. The penangites put the board but he said "rules is rules" and even if his face was there not means local council shall closed one eye if the rules and procedures was not followed.
