Why MIC must produce the proposal for the government?

Samy Vellu said, Prime Minister had asked him to submit the report and proposal regarding the "Malaysian Indian" community needs in this country. Doi-Moi not sure, whether the request came from Pa Lah or Samy against are lying to the people. Whether the statement is true or false is not the issue here but Doi-Moi are wondering, whether Samy understand his statement or not. I dont see the reason on why MIC must produce the proposal and report when this white elephant party is part of the government. The Indian voters didnt vote MIC but they did cast their vote to BN. So in that sense why when Indian matters arise, MIC must submit the proposal?

Why cant, BN government use the govt agencies ecpecially Economy Planning Unit (EPU) to carry the research on actuall needs of the community and the reason for the peace demonstration on 25 Nov 2007? Is it wrong if government mobilise his agencies for the said matter? EPU has better access to all the other govt department and they are the one who should carry the research and planning, not the MIC. As we all knew, MIC has no capability to do any professional research and MIC has given a few proposal previously but end of the day, the paper goes to "recycyle bin" without any actions. Same actions will occur if the new proposal given to Pa Lah and more than that, the implementors will look at the paper as a MIC project not as a govt project. Samy Vellu should used his brains a bit by asking the govt to run the research and planning not MIC it self.
